The Special Cell of the Delhi Police has filed a comprehensive 1,000-page chargesheet on Friday in the 2023 Parliament security breach case. Six individuals have been charged: Manoranjan D, Lalit Jha, Amol Shinde, Mahesh Kumawat, Sagar Sharma, and Neelam Azad. The accused were presented in court as their judicial custody period had concluded.
Special Public Prosecutor (SPP) Akhand Pratap Singh and Advocate Samriddhi informed the court that sanctions for prosecution under Section 186 of the Indian Penal Code (IPC) and Section 13 of the Unlawful Activities (Prevention) Act (UAPA) are still pending. They assured the court that a supplementary chargesheet would be filed within two weeks. The court has scheduled the next hearing for July 15 to consider the chargesheet and the upcoming supplementary chargesheet. Meanwhile, the judicial custody of the six accused has been extended until the next hearing date.
The breach occurred on December 13, 2023, when two of the accused jumped into the well of the Parliament, deploying color spray canisters concealed in their shoes. This incident disrupted the House proceedings and heightened security concerns.
On Thursday, the Lieutenant Governor (LG) of Delhi, VK Saxena, approved the prosecution sanction under the UAPA against all six accused. The Delhi Police had initially registered the case under FIR No. 142/23 on December 14, 2023, invoking sections 186, 353, 452, 153, 34, and 120B of the IPC, along with sections 13, 16, and 18 of the UAPA. The complaint was lodged by a Security officer of the Lok Sabha.
The case was subsequently transferred from the Parliament Street Police Station to the Counter Intelligence Unit of the PS Special Cell, New Delhi. Following an extensive investigation, the six accused were arrested and remain in judicial custody.
