NEW DELHI: Lok Sabha Speaker Om Birla has decided to stay away from House proceedings on moral grounds until the no-confidence motion notice against him is settled. Citing Article 94(c) and Article 96, Birla directed the Secretary-General to examine the notice signed by 118 Opposition MPs, which alleges partisan conduct and denial of speaking rights to the Opposition.
