He said the Shanghai Cooperation Organisation should send a clear message against state-sponsored terrorism and ensure that terrorism is never used as a strategic asset. Modi also outlined a 10-point actionable plan and urged SCO members to strengthen cooperation across three key pillars: security, connectivity and opportunity. He stressed the need to move beyond vision statements towards measurable outcomes.
